If you've upgraded some buildings to level 2, you'll definitely want to be able to upgrade them to max level, developing their full potential. But the task is not necessarily easy, it will often be necessary to work hard for it.

For the most part, they will require an achievement to unlock it, then purchase it from the Blueprints Vendor near the Architect's Table. As achievements are account-bound, you will only need to complete them once per account!
