We notice a reduction in the power of basic runes, so runes "by level" become more interesting. We should then expect later phases of fight in my opinion, the start of the game is now very weak with the basic runes.

To support these changes, a promotion on IP bonuses and on runes of 30% will be implemented at the release of the patch until the end of April.
